A measurement tool used to determine financial eligibility for certain federal and other programs. The guideline identifies maximum gross income limits by household size for 48 contiguous states, the District of Columbia and all territories, including Guam and is issued by the United States Department of Health and Human Services (HHS). The poverty guideline is updated annually.
